Reason why I want to serve on the CTAA Board
I have been a member of CTAA for the past twelve years, and for the last four of those years, I was the Quebec Director on the board of directors. I value the educational resources that CTAA provides to its members, and I participated proudly in the decision-making process.
Twenty years of experience in the bitumen and emulsion manufacturing industry, research projects, project management, and tasks and activities pertaining to the control and inspection of materials to ensure their quality and prolong their useful life can contribute another perspective that can be advantageous to our CTAA.
Through my involvement in different technical committees on asphalt cement (Bitume Quebec, MTQ), I gain expertise about concerns pertaining to both Quebec and other provinces. Sharing knowledge among CTAA members can help to improve Canadian roads.
I have the support of my employer. Providing students with the chance to study, share, and advance in the industry, I will persist in promoting and aiding their development in asphalt technology through knowledge transfer.

Work Experience
Chris has held a variety of positions through out his career. He is currently registered as an Applied Science Technologist in the Province of Saskatchewan. Starting out work with Amec Earth and Environmental doing materials testing, construction inspection, and soil classification work.
In 2010 I joined the City of Regina and am currently in my 15th year.
I started out as a construction inspector during the summer months and helping with materials testing and mix designs during the winter.
Over the course of my career with the City of Regina I have held three other roles. Supervising our Materials Lab from 2011 to 2015 in which I was responsible for Supervising lab technologists and technicians for materials testing and roadway construction inspection, Design various asphalt mixes, sand/salt mixes, review concrete paper mix designs, providing roadways technical suggestions and recommendations for construction and design, reviewing all materials testing reports for new subdivisions, and making asphalt plant adjustments to the asphalt mix as required to ensure performance.
In 2015 I was appointed to a manager role in Asphalt Production & Materials Engineering where I Managed, lead, and directed the Asphalt Production & Materials Engineering Branch with respect to budgeting, asphalt production, materials manufacturing, recycled materials sales, materials testing and engineering, managing city assets such as the asphalt plant, screening and blending equipment, gravel pits, testing laboratory equipment, and the yard scale.
In 2019 our organizational structured was changed to expand on my current Manager role to what I have today which is the Manager of Roadways Capital Operations that now includes operational and program planning for manhole, milling, and paving crews, stakeholder relationship management internal and external to the City, financial management and people leadership.

Having been a member since 2015 and having served on the Local Arrangements Committee for the Regina conference served two consecutive terms and the Prairies and Territories Director. Most notably in my Director role I have been primarily responsible for chairing the membership committee to which I have initiated activities such as:
- Enhanced social media presence which has increased our online presence by about 20% year over year
- Creation of the first Membership Committee Strategic Plan
Reason why I want to serve on the CTAA Board
My role now with the City of Regina focuses more on people leadership, strategic direction and planning, enhancing our levels of service and expanding our programs by finding efficiencies in our work process’. My skills that I use at the City of Regina would directly help the CTAA expand, grow, and stay relevant to the industry and our membership demographics.
I am always eager to help and volunteer where I feel like I can contribute to the CTAA in transfer of knowledge, and continue our networking of industry professionals.

Reason why I want to serve on the CTAA Board
It is an honor to be a candidate for a second term for the CTAA Director position in the British Columbia region. I was a member of the CTAA Local Arrangements Committee the first year I joined in 2012 and have been an avid promoter ever since. I have attended every conference since then (including cyberspace) and look forward to many more. The technical papers, networking, and CTAA events are a valuable experience for me each year.
I trust that I am a valuable candidate for a second term as the BC Director because of my well-rounded 19 years of experience, knowledge, and expertise at all levels.
I have many years of technical experience in the field, laboratory, and office (staff management, project management, client consultation) for asphalt materials testing and inspection.
I also have several years of knowledge development in the asphalt industry (plant production, field placement, and overall operations). Facilitating QC Plans, QC firms and their incoming quality documents, company best practices/procedures/technical training, tender review for value-add and risk potential, research/development for new and existing products for stakeholder presentation/education, and various asphalt pavement field investigations.
My expertise includes high RAP mixes, warm mix asphalt, recycled concrete and asphalt (used as subbase and base), and full-depth reclamation and base stabilization by foamed asphalt.
Since being on the CTAA Board of Directors, I have contributed enthusiastically to the best of my abilities. One of my favorite Board tasks is to review the technical paper abstracts and score them for potential at the upcoming conferences. Recently appointed to the membership committee co-chair, I hope to continue what we’ve started during the next term.
Mark Wiese Prairies Director 2024 Candidate
Education
Mark Wiese holds a BA (Honours) from the University of Manitoba, class of 1994, as well as professional development accreditation in management and leadership, materials testing, quality assurance / control, and international marketing.
Work Experience
With over 16 years of expertise in sales and marketing at McAsphalt Industries, he has specialized in asphalt emulsions, cutbacks, pen grade asphalts, PG grades, PMAC, and various specialty mixes including Everlife, as well as products for industrial and mining applications. Prior to this, he amassed 12 years of experience in specialty manufacturing and global trade.

A committed member of the CTAA since 2008, Mark served on its board from 2013-2014 as Local Arrangements co-chair for the 59th annual CTAA Conference in Winnipeg in 2014.
Why I want to be a CTAA director
